I don't think this is a bad thing if a carrier is shut down it was for a reason. I think that not only the carrier should be held responsible but also the drivers who contributed to the poor scores. I think drivers based on their overall violations should also have their CDL revoked permanently or for a period of time based on amount of serious violations.
