I don't think this is a bad thing if a carrier is shut down it was for a reason. I think that not only the carrier should be held responsible but also the drivers who contributed to the poor scores. I think drivers based on their overall violations should also have their CDL revoked permanently or for a period of time based on amount of serious violations.
I have been a safety admin for a little over a year now. I'm no English professor so excuse my punctuation i'm horrible at it. I just have this blog to share things I hear and my experiences in this field.

Falsifying logs, is it really worth it?
Almost every driver that
has ever had an accident involving fatalities has had falsified logs. I'm going
to use this post to share and keep updating with stories of drivers or carriers
sentenced for HOS violations.
I agree that some of the regulations could be changed such as the
34 hour restart changes coming 7/2013. We recently had a driver who was stuck
out of state for 4 days and after his truck was fixed he headed back out. If
the new 34 hour restart were in effect he would have had to take another day
before his hours had reset.
I do not know all of the credentials of those suggesting and
passing the regulations but I just don't think some of them are realistic. I
think if a lot less falsifying went on it would leave a lot less need to keep
changing the regulations.
EOBR's are such a not bad thing if the company or
driver has a repetitive amount of HOS violations on his/its record, but
everybody should not be forced to have them.

Even though FMCSA started allowing these to be used for inspections in 2003 they have rarely been spotted. It would be great if these were used by companies that work on your brakes, service your CMV's or perform yearly DOT inspections.

I am still trying to locate the article I found on the FMCSA's Website that went over the research they did on if the police report's finding would match the FMCSA's decision and assigning accountability regarding the crash rating. In the data analysis they did it showed that their findings matched the accident report in assigning fault 93% of the time, see the link below.
